Labor Accommodations vs Labor Camp — Which Term Belongs in Your Tender Document

The physical facility is the same. The language register is not.

Procurement officers, EHS managers, welfare-committee inspectors, and tender desks use "labor accommodation" — the term that appears in BOCW Act filings, government project tender attachments, and HR audit documents. Site engineers, project managers, and sub-contractor crews use "labor camp" — the construction-market term for the active deployment on site.

When your bid attachment names the facility, it reads "labor accommodation." When your site engineer requisitions the same units, it usually reads "labor camp." If you are writing the tender document, the language matters at audit stage — use the formal term.

BOCW Act Section 34 — The Four Facility Provisions Your Accommodation Must Cover

Section 34 of the Building and Other Construction Workers Act 1996 names four specific provisions every employer of 10 or more construction workers must include as part of free temporary accommodation. Each provision maps to a SAMAN facility block.

50 workers — 5 to 7 dormitory units of 10 persons each, 2 to 3 washroom and toilet blocks, 1 canteen unit. Single dispatch batch. Land footprint approximately 30m × 20m on flat ground.

100 workers — 10 to 12 dormitory units, 4 washroom and toilet blocks, 1 canteen, 1 supervisor quarter. Single dispatch batch standard; second batch optional for staged worker move-in. Land approximately 50m × 25m.

200 workers — 20 to 25 dormitory units, 6 to 8 washroom and toilet blocks, 2 canteen units, 2 supervisor quarters, medical-room provision. Two dining sittings standard. Two dispatch batches — dormitories and sanitation in batch one, dining and supervisor blocks in batch two. Land approximately 80m × 40m.

300 to 500 workers — Double-storey dormitory stacking standard where land is constrained. Two-sitting canteen. Phased delivery in 3 to 4 batches over 14 to 21 working days. Worker move-in is sequenced against batch arrival — dormitories and sanitation occupy first, dining and supervisor commission in the follow-up batch.

Tender Documentation Included With Every Labor Accommodation Order

Four documents ship with every SAMAN labor accommodation order. Each one serves a specific tender or inspection purpose.

1. Site layout drawing — unit positions, block placement, internal circulation paths, and electrical and water connection points marked.
2. Facility list — unit count per facility type with sanitation count, dining capacity, and supervisor-quarter count itemised against your worker headcount.
3. BOCW compliance facility-provision drawing — separate from the layout drawing; maps each facility on site to its corresponding Section 34 provision for inspector reference.
4. Factory inspection certificate per unit — frame square, panel-to-frame adhesion, roof seal, and electrical continuity confirmed before dispatch.

All four documents are supplied at order confirmation and re-issued at site handover, signed by the SAMAN dispatch supervisor.

Not every project needs the full accommodation tier.

Full accommodation tier (this page) — when the project crosses the BOCW threshold of 10+ workers, duration exceeds 6 months, AND the tender attachment requires the integrated facility set. Standard choice for highway, dam, power, and large factory builds.
